Donato Melchiorre has experience in delivering impactful, positive changes that matter to people, through both innovative engineering solutions and in improving public services. Whilst at 2020 Delivery he has worked on strategy projects across central government and across the health and care landscape.
Donato has experience working across a large health and care partnership, supporting procurement, estates and finance functions. Most recently, he played a key role in coordinating the partnership’s centralised response to the financial requirements of the NHS Long Term Plan. This involved detailed financial modelling of all partnership organisations over the next five years.
Separately, when working with a clinical-academic nexus, Donato determined the savings potential from an economic perspective for a specialist healthcare institute, strengthening the strategic case for establishing a world-leading care centre between two hospitals and a university.
In the digital space, Donato has carried out a review of the Artificial Intelligence capabilities of leading countries in this field, and developed a thorough methodology for objectively reviewing sector-specific capacities. Further, Donato has worked across the education and care landscape for a central government department on an evaluation of services, focusing on the current state of digitisation and user complexity.
Donato has worked with four challenged NHS Trusts in preparation for winter. This was achieved through stakeholder engagement, analysis of current performance trends in the trusts and a comprehensive review of the national operational pressures escalation framework (OPEL), leading to a clear methodology for winter planning and an improved escalation framework.
Donato holds a Master’s degree in Engineering for Sustainable Development from the University of Cambridge, completing his thesis on the economic and technical feasibility of using electric vehicles for domestic electricity storage. He also holds a Master of Engineering with Distinction in Mechanical and Energy Engineering of Engineering from Heriot-Watt University, Edinburgh.
